Police arrested a man who was wearing a batman mask on Tuesday at Fusion Tanning.

Officers said Julius Owsley, 39, was not a customer and didn’t have a legitimate purpose inside the business.

They arrested and charged Owsley with disorderly conduct and disguise.

According to court documents, Owsley has a history of mental health issues and institutional behavior problems.

His mother, Joyce Owsley, said, “With his mind the way it is, he probably thought it (the mask) was alright to go along with the Batman shirt.”

Most Halloween Express Customers we talked to said they had no idea about the disguise law. Dwaine Williams said wearing a mask in public might make cashiers anxious that they are about to be robbed.

“I understand why they have the law though,” Williams said.
