Representative Carpenter's (R-Berea) legislation is unconstitutional and insensitive to the disproportionate deaths of African American and Latino teens due to gun violence throughout the Commonwealth. Gun violence is the number one killer of teens of color in this country and the Commonwealth. Guns don't kill people. People kill people, but when guns are used to kill innocent children and youth, then legislation must be passed to address the issue. Gun violence control through prevention is the only sensible beginning to ending these atrocities.
