The Kentucky House has passed a tight budget plan that cuts most state agencies. Most now face cuts of eight-point-four percent.
It also blocks cost-of-living increases for retired state and county government workers on pensions, for the next two years. The vote was 78 to 17.
The budget bill now goes to the Kentucky Senate.
