House Panel Reverses Itself, Passes 'Cooper's Law'

One week after a House panel rejected a measure that would have allowed the family of a Lexington toddler to keep a playhouse that was built in his yard for his physical therapy, the committee reversed itself on Wednesday and voted to send the bill to the full House.

The bill is called, "Cooper's Law," for Cooper Veloudis, 3, who has cerebral palsy.

The measure would allow such playhouses with a doctor's prescription regardless of homeowner association restrictions, but with some conditions.

Meantime, the Andover Forest Homeowner's Association emailed residents this week that it would not allow Cooper's playhouse.

The HOA said it was prepared to go to court, but did offer mediation.
