The leader of Kentucky's House Republicans called Democrats "political cowards" for supporting House district boundary changes seen as unfavorable to Republicans.
The plan, which passed a committee today 20 to 5, would pit nine incumbents against each other -- and in three districts, a Republican would face a Republican.
House Speaker Greg Stumbo, a Democrat, defended the plan. He says changes in population require it.
By law, Kentucky has to redraw boundaries every ten years to reflect shifts in population.
