Police in Frankfort say a man robbed a bank in a Kroger but couldn't get out of the shopping center.

Police say the PNC Bank, inside the Kroger, was robbed around 10:30 Tuesday morning.

According to police, Kroger employees noticed the suspect and assumed he was a shoplifter.

And with the help of some construction workers, detained him until police arrived.

Police arrested Steven Higgs.

He's accused of robbery and some other charges from a warrant in Jefferson County.
