A familiar face is returning to the state Public Service Commission. The Lexington-based energy adviser Linda Breathitt has has been appointed by to the PSC by Governor Beshear. She is the former chairwoman of the council, but left to work in Washington.The PSC regulates utility companies across the Commonwealth.
