The training is required for anyone who wants a permit to legally carry a concealed weapon in Kentucky.

The Louisville Courier-Journal says the number of issued certificates went from 4,355 in December to 12,685 in January.

The Department of Criminal Justice says the number declined since then, but is still uncharacteristically high.
