State Rep. Bill Farmer, a Republican from Lexington, has pre-filed a bill that would overhaul the Kentucky tax code.
Farmer's plan would create two income tax levels -- five percent and two-and-a-half percent -- based on a person's income. It would cut the sales tax to five percent, and eliminate the corporate income tax.
House Republican Leader Jeff Hoover says while the bill might not be to everyone's liking, it's a good starting point for discussion.
