Carroll County Couple Accused Of Locking-Up Disabled Daughter

State Police said Billy Ray Mertz, 46, and Robin Mertz, 34, of Carrollton, locked their 23-year old daughter, who suffers from Down Syndrome, in a room for weeks at a time.
A Carroll County couple is accused of neglecting their disabled daughter.

State Police said Billy Ray Mertz, 46, and step-mother, Robin Mertz, 34, both of Carrollton, reportedly locked their 23-year old daughter, who suffers from Down Syndrome, in an upstairs bathroom for weeks at a time.

Investigators said the woman was also kept in a basement bedroom that was closed off using boards that were screwed into the wall to keep the door from opening.

Investigators said the woman was deprived of food while she was locked in the rooms.

State Police said the woman weighed approximately 189-pounds when she first came to live with the Mertz family in April 2009, but weighed only 86-pounds when she was removed from the home on August 20, 2013.

The woman was placed in foster care with Adult Protective Services.

The couple was lodged in the Carroll County Detention Center.
