He announced the appointment last Friday after a panel recommended Williams and two other names.

The 40th Circuit post opened up in September after the death of Judge Eddie Lovelace.

As Senate President, Williams has been a nemesis to the Governor in the past.

Williams has opposed parts of the Governor's agenda, including expanded gambling.
