The Franklin County Humane Society is calling this a case of animal hoarding.  Animal control officers have taken a total of thirty small breed dogs, including poodles and malteses, from a home on East Main Street in Frankfort.
Police say the owner voluntarily surrendered the dogs in order to get them the proper care and isn't facing any charges at this time.  There is no law in Frankfort that limits the number of dogs a homeowner can have.

The dogs have now been moved to the Franklin County Humane Society where they are getting all of their shots and being spayed and neutered.  The shelter director Angie Stewart says a few of the dogs have been adopted locally and the rest are being placed with rescue agencies in other states, those are expected to be picked up Saturday.

Stewart says because they were small breed dogs they were easier to place, but she adds  that all of them were in bad shape.

"His lady realized that she was over-whelmed. she has some health issues the mats are so bad that they're so tight, it's pulling their skin, worms, their teeth are in horrible condition.  A lot of them had to be shaved completely down," says Stewart.

There is still a chance  the owner could face charges.  The Franklin County Humane Society will be meeting with the Franklin County Attorney to determine that.
